IFFEd’s ambition is not only to increase the volume of education financing, but also to strengthen its effectiveness and achieve greater results at scale in partner countries. Too often, evidence remains disconnected from financing decisions, financing remains disconnected from implementation realities, and learning remains disconnected from future investments. Working alongside Multilateral development banks, governments, and technical partners, IFFEd seeks to strengthen these connections by promoting:
- Evidence-informed investment decisions that prioritize interventions and reforms with the greatest potential to improve educational outcomes.
- Strong implementation and delivery so that investments translate into effective action on the ground.
- Learning and adaptation throughout implementation, enabling partners to respond to challenges, incorporate new evidence, and improve performance over time.
- Accountability for results, ensuring that investments remain focused on achieving the most impactful outcomes for children and young people.
When financing is directed toward evidence-informed priorities, implemented effectively, and continuously improved through learning, each dollar invested has the potential to generate greater educational returns. This “education impact multiplier” sits at the heart of IFFEd’s approach.

IFFEd does not seek to duplicate the roles of multilateral development banks, governments, research institutions, or implementation partners. Instead, it seeks to strengthen the connections between them. IFFEd’s contribution sits at the intersection of four critical elements:
- Financing – Mobilizing and unlocking additional resources for education at scale.
- Evidence – Promoting the use of research, data, and implementation knowledge to inform investment decisions.
- Implementation – Promoting effective delivery and execution of education investments through the application of evidence, implementation science, and practical lessons from reform efforts across countries and contexts.
- Learning – Encouraging continuous monitoring, feedback, and adaptation to improve outcomes over time.
By leveraging its position at the intersection of financing, evidence, implementation, and policy, IFFEd helps ensure that larger volumes of education financing are directed toward investments most likely to improve outcomes for children and young people.
